Eligibility for residential aged care in Australia is determined based on an individual’s care needs and circumstances. To be eligible, you generally need to meet the following criteria:

1. Age: Usually, individuals must be aged 65 years or older (or 50 years or older for Aboriginal or Torres Strait Islander people).
2. Assessment: You must undergo an assessment by an Aged Care Assessment Team (ACAT) to evaluate your physical, medical, psychological, and social needs. This assessment determines if you require residential aged care and the level of care you need.
3. Care Needs: You must have significant care needs that cannot be adequately met through other types of care, such as home care services. This includes needing assistance with daily activities, personal care, and medical needs.
4. Australian Resident: You should be an Australian citizen, permanent resident, or hold a special visa category that qualifies you for aged care services.
5. Health and Safety: Your current living situation must be assessed as unsuitable for your health and safety, and residential aged care must be considered the best option for your well-being.

Aged care funding and fees can be complex, but they generally involve a combination of government support and personal contributions. To determine the appropriate fees and funding, residents must undergo a financial assessment. This assessment considers both income and assets, including property, savings, and investments. Here is a breakdown of how it typically works from 1 November 2025.

1. Basic Daily Fee: Covers daily living costs such as meals, cleaning, and laundry. It is set at 85% of the single basic age pension rate.
2. Means-Tested Care Fees: Hotelling Supplement Contribution (HSC) and Non-Clinical Care Contribution (NCCC). Additional contributions based on an income and assets assessment. These fees have annual and lifetime caps.
3. Accommodation Costs: Payment for accommodation can be made as a lump sum (Refundable Accommodation Deposit or RAD), a daily payment (Daily Accommodation Payment or DAP), or a combination of both. Government assistance may be available for eligible individuals.
4. Higher Everyday Living Fee (HELF): Opportunity for residents to purchase additional goods and services at a higher standard than required. Based on goods and services only. Not currently offered by TriCare.
